Amends AS 24.05 to require each room regularly used for legislative committee meetings during regular sessions to be equipped with a fixed camera capable of producing audio and video feed without an operator.

Mandates that all meetings of standing, special, joint, or permanent interim committees held in rooms with fixed cameras be recorded and live-streamed to the public through Internet broadcast during regular legislative sessions.

Exempts executive sessions, recesses, and periods when committees are "at ease" from recording and live broadcast requirements.

Specifies that electronic recordings produced by fixed cameras are not public records and are not required to be retained or stored.
