Establishes minimum qualifications for caregivers employed by residential psychiatric treatment centers, including one of four alternative pathways: bachelor's degree with two years experience, associate degree with two years experience, four years caregiving experience with high school diploma, or completion of mandatory training with high school diploma plus supervision by a bachelor's degree holder.

Requires the Department of Health and Social Services to provide or approve mandatory training for caregivers at residential psychiatric treatment centers in the state.

Defines "caregiver" as individuals employed to provide direct care and supervision of children at the center, excluding physicians, registered nurses, and mental health professionals.

Requires the department to review all residential psychiatric treatment center applications approved or renewed before the effective date for compliance with the new requirements and notify licensees of the standards under AS 47.32.055.

Takes effect immediately upon enactment.
