Requires the Department of Public Safety to establish procedures for filing complaints against state peace officers employed by the department.

Permits the department to require complainants to provide at least a brief summary of facts, a statement that the complaint is true, and an acknowledgment that false statements are punishable as unsworn falsification in the second degree.

Mandates the department notify complainants of the investigation status or completion and whether the complaint was found to be valid.

Makes disclosures to complainants under the complaint notification procedures non-confidential and exempt from employee personnel file confidentiality protections.
