Authorizes negotiated leases, sales, or disposal of state land at fair market value to licensed public utilities or licensed common carriers engaged in intrastate natural gas pipeline transportation, subject to commissioner approval.

Allows the Alaska Natural Gas Development Authority to apply for noncompetitive right-of-way leases of state land for gas pipeline projects designated by the governor under new statute AS 44.19.037.

Expands the Alaska Natural Gas Development Authority's purposes to include assisting persons developing intrastate gas pipelines by applying for right-of-way leases and acquiring federal and state permits.

Authorizes the governor to designate proposed intrastate gas pipeline projects for development with Authority assistance after completing extensive feasibility studies, permit analysis, economic evaluations, and public comment processes.

Designates assistance in developing intrastate gas pipelines as an essential government function of the state; becomes effective immediately.
