Establishes the Alaska Open Government Act requiring the Department of Administration to create a searchable, publicly accessible Internet website displaying state financial information at no cost.

Website must provide monthly updates on state revenue (taxes, agency earnings, federal receipts, etc.) and expenditures over $1,000 with recipient names, amounts, and transaction types.

Website must include annual summaries of general fund revenues and expenditures by source, function, and department, plus 10-year historical data on full-time employees, long-term debt, and payroll.

Exempts confidential information under state or federal law but requires aggregated or summarized disclosure of confidential revenue and expenditures when confidentiality can be protected.

Website must be available to the public by October 1, 2010, with initial data from the previous fiscal year and monthly or annual updates beginning October 1, 2011.
