Permits property uses that were previously allowed but become prohibited by changes to municipal land use ordinances to continue unless they constitute a common law nuisance.

Allows home businesses previously permitted but prohibited by ordinance changes to continue indefinitely until the property is sold, with municipality review of any proposed changes or expansions.

Exempts property owners who are at least 65 years old, disabled veterans, or disabled persons from conforming to ordinance changes for 10 years from the ordinance's effective date or until property ownership transfers, whichever occurs first.

Applies to both home rule and general law municipalities in Alaska.
