Creates new crime of "motivation by prejudice, bias, or hatred" under AS 11.76.150 when a defendant knowingly directs conduct at a victim based on race, sex, color, creed, physical or mental disability, sexual orientation, gender identity, ancestry, or national origin.

Establishes escalating penalties based on the underlying crime: class A misdemeanor if base crime is class B misdemeanor; class C felony if base crime is class A misdemeanor; class B felony if base crime is class C felony; class A felony if base crime is class B felony; and unclassified felony with 5-99 years imprisonment if base crime is class A felony.

Defines "gender identity" as actual or perceived gender-related characteristics.

Amends AS 12.55.155(c)(22) to add sexual orientation and gender identity as sentencing factors when defendant knowingly directed conduct at victim based on these protected characteristics.
