Amends AS 26.23.090(b) to authorize the governor to make financial grants to individuals and families for disaster-related necessary expenses and serious needs.

When the President declares a major disaster, the governor may make grants not exceeding the maximum amount authorized by 42 U.S.C. 5174(h) for individual and family assistance.

When the President does not declare a major disaster but the governor declares a disaster emergency, the governor may make grants not exceeding one-half of the maximum grant amount established for major disasters (replacing the previous $5,000 limit).

Updates the federal statutory reference from 42 U.S.C. 5178(f) to 42 U.S.C. 5174(h) to align with current federal disaster assistance law.

Takes effect immediately upon enactment.
