• Establishes a statewide traumatic or acquired brain injury program and registry within the Department of Health and Social Services to evaluate effectiveness and availability of prevention and treatment services.

• Creates a traumatic or acquired brain injury registry collecting data on health status, injury severity, rehabilitation services access, recovery status at five-year intervals, and financial/family impacts.

• Adds case management services for traumatic or acquired brain injury as an optional medical assistance service, with annual assessments required before payment termination.

• Authorizes the department to provide traumatic or acquired brain injury services under a federal Medicaid waiver (42 U.S.C. 1396-1396p) if federal approval and appropriations are obtained.

• Defines "traumatic or acquired brain injury" as physical force or internal damage to the brain causing altered mental state and decreased cognitive, behavioral, emotional, or physical functioning, excluding degenerative or congenital conditions.
