Imposes a $0.15 fee per disposable plastic bag distributed by retail sellers, with a phased implementation beginning at $0.05 on January 1, 2010, increasing to $0.10 on January 1, 2011, and reaching $0.15 on January 1, 2012.

Exempts bags used solely for unpackaged bulk food items, bags designed for at least 1,000 reuses, bags used only for ice, and bags for resale with proper documentation.

Requires retail sellers to collect fees, file quarterly returns with the Department of Revenue within 30 days of each quarter, and separately itemize fees on sales receipts.

Establishes the Alaska litter and marine debris reduction and recycling fund to receive fee revenue, allocating: 50% for local litter reduction programs, 10% for highway cleanup, 10% for coastal public awareness, 10% for state parks cleanup, 15% for statewide information campaign, and 5% for administrative costs.

Requires fund recipients to report data on litter removed, collection methods, labor used, and geographic areas of cleanup efforts to the Department of Environmental Conservation.
