• Appropriates $5,763,355,400 for state government operating expenses and loan programs for fiscal year ending June 30, 2011, from general and other funds

• Makes supplemental appropriations and capitalizes various state funds including the Alaska Permanent Fund, Alaska Housing Finance Corporation, and retirement system accounts

• Includes special appropriations for fuel and utility cost offsets (contingent on oil prices), gas pipeline development, federal program receipts, and debt service on state bonds

• Authorizes $400,000,000 contingent appropriation to the Governor's Performance Scholarship Fund pending legislative establishment of that fund

• Provides for fund transfers, tax refunds to local governments, and appropriations from the constitutional budget reserve fund under art. IX, sec. 17(c) of the Alaska Constitution
