Appropriates $210,640,900 for operating and capital expenses of Alaska's integrated comprehensive mental health program for fiscal year July 1, 2010 through June 30, 2011.

Operating budget of $195,440,900 distributed across multiple agencies including $129,330,500 for Department of Health and Social Services' Behavioral Health programs, $7,173,900 for Department of Corrections inmate behavioral health care, and funding for mental health services in courts, education, and other departments.

Capital appropriations of $15,200,000 for mental health projects including $10,000,000 for Alaska Housing Finance Corporation's homeless assistance program, $1,050,000 for home modifications and housing upgrades, and $350,000 for mental health trust land facilities maintenance.

Funding sources include $163,475,200 in general funds, $2,000,000 in federal receipts, $14,137,500 from Mental Health Trust Authority authorized receipts, and $28,928,200 from other sources including AHFC dividends and alcohol/drug abuse treatment fund.

Includes salary and benefit adjustments for state employees, Alaska Court System staff, university employees, and implementation of collective bargaining agreements effective through June 30, 2011; takes effect July 1, 2010.
