Removes the provision allowing the board director to cast a tie-breaking vote when a majority of the board is present and voting on license applications, renewals, transfers, suspensions, and revocations

Authorizes the Alcoholic Beverage Control Board to release statewide database information on alcohol purchases and shipments to the person who purchased or received the alcohol, subject to board-adopted regulations

Extends the termination date of the Alcoholic Beverage Control Board from June 30, 2010 to June 30, 2011

Takes effect immediately upon enactment
