Establishes the state capital as the governor's duty station during the governor's term of office, regardless of where the governor actually resides.

Prohibits the governor from claiming or receiving a lodging allowance when staying in the governor's personal residence while in travel status away from the designated duty station.

Amends AS 39.20.060 to create an exception allowing the legislature to regulate the calculation and payment of travel allowances to the governor, carving out an exception from the general rule that governors are not subject to state personnel laws.

Clarifies that the amendments expressly modify laws applicable to the calculation and payment of certain benefits that apply to the governor.
