Appropriates $153,231,400 in operating expenditures for fiscal year 2010 (July 1, 2009–June 30, 2010) across multiple state departments funded from general fund and federal sources.

Appropriates $56,274,923 in capital projects including $14,990,300 for Medicaid Management Information System, $20,257,500 for airport improvements, and $7,356,023 for emergency repairs to roads and facilities.

Makes fund transfers of $1,116,986,600 from general fund to public education fund, $79,000 from AIDEA to small business loan fund, and $5,000,000 to disaster relief fund.

Appropriates $3,335,000 to Department of Corrections for collective bargaining agreement implementation, $180,000 for deaf education transportation, and authorizes payment of judgments/settlements against the state.

Authorizes repayment of $401,617,000 to constitutional budget reserve fund and allows use of budget reserve fund if fiscal year 2010 revenues are insufficient to cover appropriations; effective April 18, 2010.
