Establishes an executive secretary position for the Alaska Board of Public Accountancy to be employed by the department in consultation with the board.

Requires the executive secretary to be either a certified public accountant or a person with other accounting experience satisfactory to the board, and prohibits board members from holding the position.

Grants the executive secretary authority to perform duties as prescribed by the board.

Requires the board to define by regulation the qualifications, duties, and delegated authority of the executive secretary as necessary to conduct board business.
