Requires fines imposed and collected under AS 12.55.035 to be separately accounted for under AS 37.05.142.

Authorizes the legislature to appropriate up to 25 percent of fines collected under AS 12.55.035 to the department for distribution to youth courts established under AS 47.12.400.

Clarifies that no dedicated fund is created by this appropriation authority.

Establishes a transition period allowing the Alaska Court System to deposit fines in the general fund while providing annual estimates to the Department of Administration and legislature until electronic tracking capability is achieved.

Repeals the transition provision once the Alaska Court System gains electronic capability to separately track and account for fines collected under AS 12.55.035.
