Allows members of electric and telephone cooperatives to vote by mail or electronic transmission in addition to in-person voting, provided electronic transmission is not the only voting option available.

Permits district delegates and members at district meetings to vote by mail or electronic transmission for director elections, but prohibits proxy voting and requires at least one non-electronic voting option.

Changes record date determination to allow the board to fix a date not more than 30 days before distribution of mail or electronic ballots, replacing the previous "no more than" language.

Enables members to vote by mail, electronic transmission, or at meetings when amendments to articles of incorporation are presented, as specified by the cooperative, with the requirement that electronic transmission cannot be the sole voting method.

Takes effect immediately upon enactment.
