Amends AS 16.05.221(a) to restructure the Board of Fisheries membership to include three members representing commercial fishing interests, three members representing sport fishing interests, and one member representing subsistence fishing interests.

Maintains the seven-member appointment structure with governor appointment subject to legislative confirmation by majority vote in joint session.

Requires appointees to be state residents with interest in public affairs, good judgment, knowledge, and ability in fishery matters, and appointed without regard to political affiliation or geographical location.

Keeps the commissioner as ex officio secretary but not a voting board member.

Allows existing board members serving before the effective date to continue serving until their terms expire.
