Requires rental car businesses to separately identify and charge for cost recovery fees (including vehicle licensing fees, airport-related costs, government taxes, and government surcharges) in writing within the rental car agreement.

Vehicle licensing cost recovery fees must represent a good faith estimate of the average daily cost to recover the rental car business's actual total annual licensing costs in Alaska during a calendar year.

If collected vehicle licensing cost recovery fees exceed actual licensing costs in a calendar year, the rental car business must retain the excess and adjust the good faith estimate for the following year to reflect the excess amount.

Rental car businesses may adjust vehicle licensing cost recovery fees during a calendar year if excess fees were collected and the fee otherwise complies with the law.

Violations of the rental car fee provisions are classified as unfair trade practices under Alaska law.
