Requires the Board of Game to manage areas under Department of Fish and Game authority to prevent any net loss of acreage available for sport and subsistence hunting and trapping opportunities.

Requires the commissioner of fish and game to submit a report by March 31 each year describing areas closed to hunting and trapping in the previous year and the reasons for closures, as well as areas opened to comply with the no-net-loss provision.

Requires the Department of Natural Resources to keep its managed land open for sport and subsistence hunting and trapping unless closed for public safety, fish or game management, homeland security, or as otherwise required by law.

Directs the Department of Natural Resources to manage land to support, promote, and enhance sport and subsistence hunting and trapping opportunities and to prevent any net loss of available acreage for these activities.

Requires the Department of Natural Resources commissioner to submit an annual report by March 31 describing land closed to hunting and trapping and land opened to comply with the no-net-loss-of-acreage requirement.
