Exempts renewable energy generators from regulation by the Regulatory Commission of Alaska and municipalities if they sell electricity solely to regulated utilities

Applies to plants or facilities generating electricity entirely from renewable energy resources that produce no more than 65 megawatts

Requires facilities to be first placed into commercial operation on or after the bill's effective date and before January 1, 2016

Prohibits exemption for facilities whose operators received state grants or tax credits related to renewable energy generation

Amends AS 29.35.070(a) to exclude renewable energy generators from municipal utility rate regulation and updates AS 42.05.711 to clarify exemption status
