Requires school districts to comply with federal McKinney-Vento Homeless Education Assistance Improvement Act requirements to continue educating homeless students in their school of origin and provide comparable services during homelessness.

Expands definition of "homeless student" to include students placed in out-of-home care by the Department of Health and Social Services or committed to its custody under specified statutes.

Defines "school of origin" as the school the student attended when permanently housed or the school where the student was last enrolled.

Amends child welfare policy to emphasize adequate education as a purpose alongside care and guidance for children in state custody.

Adds requirement that removed children should continue attending their school of origin as a principle in child placement decisions.
