Adopts Alaska's version of the Uniform Disclaimer of Property Interests Act, establishing comprehensive procedures for disclaiming interests in property and powers of appointment.

Allows owners and participants in retirement plans qualified under 26 U.S.C. 408 to make voluntary transfers or assignments of their interests, and expands the definition of "beneficiary" to include trusts and trustees with beneficial interests in such plans.

Permits individuals to disclaim property interests conditionally or unconditionally, even if spendthrift provisions or transfer restrictions apply, with disclaimers becoming irrevocable once conditions are satisfied and proper delivery occurs.

Establishes specific delivery and filing requirements for disclaimers depending on the type of property interest (intestate succession, wills, trusts, jointly held property, beneficiary designations) and designates appropriate recipients.

Bars disclaimers if the person has already accepted the interest, transferred it, or faces judicial sale, and prevents disclaimers by those in arrears on child support or involved in pending child support proceedings.
