Amends AS 18.45.020 to require federal Nuclear Regulatory Commission licenses or permits for special nuclear materials, by-product materials, and nuclear facilities operating in Alaska.

Modifies AS 18.45.025 to require Department of Environmental Conservation permits and municipal approval before constructing nuclear fuel production, utilization, reprocessing, or waste disposal facilities on legislature-designated land.

Removes the exclusion of nuclear energy production from the definition of "power project" in AS 42.45.990(4) and AS 44.83.990(6), allowing nuclear facilities to qualify as power projects under rural and statewide energy programs and Alaska Energy Authority.

Removes the exclusion of nuclear fuel from the definition of "alternative energy system" in AS 46.11.900(1), thereby allowing nuclear to be classified as an alternative energy source.

Repeals AS 18.45.027 and takes effect immediately.
