Increases the required period of continuous land use from 5 years to 10 years for individuals to qualify for preference rights to purchase or lease up to 5 acres of state land without competitive bidding.

Removes the requirement that a business on the land must produce at least 25 percent of the applicant's total income for the previous 5 years.

Clarifies that a change in land classification adopted after a state use permit or lease was executed does not prevent an individual from obtaining preference rights to purchase or lease the land.

Allows the director to condition a purchase or lease if it would interfere with public use by residents, and specifies that leases granted cannot exceed 50 years.

Applies only to applications filed on or after the effective date of the Act.
