Modifies pay multipliers for specific election districts, including splitting districts 6, 15, and 16 into sub-districts with different multipliers (e.g., District 6A at 1.05, District 6B at 1.05; District 15A at 1.16, District 15B at 1.16).

Expands director authority to establish salary differentials for positions located outside the state, changing from "in foreign countries" to "outside the state," with annual adjustments effective July 1.

Removes Seattle, Washington from cost-of-living survey requirements while maintaining Anchorage as the base comparison point for various election districts.

Protects current employees from salary decreases under this Act for at least 30 consecutive days of prior employment, allowing increases only after compensation exceeds what would have been received under the new differentials.

Takes effect July 1, 2010.
