Legislature shall issue mission statements and desired results for each state agency to promote results-based government, with mission statements constituting authorized policy under which agencies operate.

Agencies must establish statewide results-based government systems and report semi-annually to the legislature on effectiveness, including targets, measures, strategy success, failed actions with corrective plans, and proposed new strategies.

Legislative finance subcommittees must include in appropriation recommendations analyses of agency performance relative to missions, conformance to mission statements, progress toward desired results, audit responses, and recommended statutory or organizational changes.

Department of Health and Social Services mission is to promote and protect total health and well-being of Alaskans, with 32 specific desired results including reducing child sexual abuse by 5% annually, placing foster children in permanent homes within 18 months, and reducing suicide rates to below 0.005% of state population.

State and its agents are immune from suit based on accomplishing or failing to accomplish missions, desired results, or targets established under this chapter; act takes effect July 1, 2009.
