Contractors remain liable for securing workers' compensation payments to subcontractor employees unless the subcontractor secures payment themselves.

Removes language making project owners liable for securing compensation to contractor and subcontractor employees.

Excludes vendors whose primary business is the sale or leasing of tools, equipment, goods, or property from the definition of "contractor."

Repeals the previous definition provision in AS 23.30.045(f)(2).

Takes effect January 1, 2011.
