Establishes a monthly salary schedule for classified and partially exempt employees in Alaska's executive branch and legislature who are not covered by collective bargaining agreements, with ranges from $2,047 to $10,448 per month depending on pay grade and step.

Increases salary schedule amounts by two percent effective July 1, 2011 (changed from three percent effective July 1, 2008) and by an additional two percent effective July 1, 2012 (changed from three percent effective July 1, 2009).

Extends comparable salary adjustments to exempt officers and employees in the executive branch (excluding governor and lieutenant governor) who are not otherwise covered by the salary schedule.

Extends comparable salary adjustments to non-bargaining unit employees and magistrates in the judicial branch (excluding justices and judges), with justices and judges receiving adjustments in accordance with existing statutes.

Allows University of Alaska non-bargaining unit employees to receive salary increases according to the Board of Regents compensation policy; bill takes effect July 1, 2010.
