Increases Statewide Suicide Prevention Council membership from 15 to 16 members by adding one public member position.

Makes legislative appointees (two senators and two representatives) nonvoting members while governor-appointed members retain voting rights.

Adds a high school student member (grades 9-12) as a voting position on the council.

Changes quorum requirement to seven voting members (previously based on total membership).

Extends council termination date from June 30, 2009 to June 30, 2013.
