Designates the Commissioner of Administration as the state's Chief Information Officer with authority over data processing and telecommunications activities under specified statutes.

Makes the Department of Administration responsible for ensuring security of non-archived records produced by automatic data processing resources and activities in state agencies through development and adoption of security standards, policies, and procedures.

Requires the Department of Administration to develop policies preventing unlawful release of data processing records, define security responsibilities for each state agency, and establish procedures with training for agency personnel.

Mandates the state information systems plan adopted by the commissioner satisfy the security requirements and requires the Department of Administration to adopt implementing regulations.

Requires biennial reports to the legislature evaluating the effectiveness of data processing records security implementation, with the first report due January 1 of the fifth calendar year after the Act takes effect.
