CS FOR SENATE BILL NO. 46(HSS) - Child Support Awards

• Creates statutory child support guidelines replacing court rule, establishing percentage-based calculations: 20% for one child, 27% for two children, 33% for three children, and 3% for each additional child based on noncustodial parent's adjusted annual income.

• Provides formulas for shared, divided, and hybrid custody arrangements, with adjustable calculations and reduction of up to 75% for obligor parents with extended visitation exceeding 27 consecutive days.

• Sets income cap of $105,000 for basic calculation and minimum support amount of $50 per month or $600 annually, with tribunal discretion to vary awards for manifest injustice.

• Requires health insurance coverage for children when reasonably available at no more than 5% of responsible parent's gross income, with equal allocation of uncovered health care expenses except those exceeding $5,000 annually.

• Mandates parents file sworn income statements with verifying documentation and allows modification of support orders upon 15% or greater difference from current award or material change of circumstances; repeals Alaska Rule of Civil Procedure 90.3.
