Exempts municipal service area boards established under AS 29.35.450 - 29.35.490 from public meeting requirements when conducting meetings solely on administrative or managerial matters.

Adds a new exception (8) to AS 44.62.310(d) allowing municipal service area boards to hold closed meetings for matters that are administrative or managerial in nature.

Amends the definition of "meeting" in AS 44.62.310(h)(2) to exclude municipal service area board meetings held solely to act on administrative or managerial matters from public meeting requirements.

Changes the threshold for advisory body meetings from "three members" to "more than three members or a majority of the members, whichever is less" to constitute a public meeting.
