Amends AS 18.16.050(c) to redefine "partial-birth abortion" as a procedure in which a person deliberately and intentionally partially vaginally delivers a living fetus for the purpose of performing an overt act that kills the fetus, then performs that overt act other than completion of delivery.

Defines "partially vaginally delivers" as delivery of a fetus through the mother's vagina that causes the entire fetal head to be outside the mother's body in head-first presentations, or any part of the fetal trunk past the navel to be outside the mother's body in breech presentations.

Removes language from prior law that referenced killing the fetus and completing the delivery as part of the partial delivery definition.
