Prohibits refiners, distributors, and retailers from selling or offering to sell motor fuel, heating fuel, and diesel fuel at unconscionable prices in Alaska.

Applies to motor fuel for vehicles and aircraft, fuel for space heating, and diesel fuel sold by entities meeting specific definitions.

Requires the attorney general to investigate suspected violations and permits civil penalties of at least 10 times the economic benefit obtained through the violation.

Restricts enforcement to the attorney general only, barring private civil actions for damages or injunctions by consumers or those suffering losses.

Allows defendants to present evidence that allegedly unconscionable prices were attributable to additional reasonable costs incurred in selling the energy resource.
