Authorizes the Department of Military and Veterans' Affairs to establish and maintain Alaska veterans' cemeteries to serve state veterans, spouses, and eligible dependents.

Creates the Alaska veterans' cemetery fund as a special account in the general fund to receive appropriations for construction, operation, and maintenance of cemeteries beginning in fiscal year 2009.

Establishes special request commemorative veterans' license plates with a $100 fee on first issuance and replacement, plus a $35 biennial fee, with surplus revenues appropriated to the cemetery fund.

Requires the Department of Military and Veterans' Affairs to adopt burial eligibility regulations in consultation with the Alaska Veterans' Advisory Council and apply for federal state veterans' cemetery grants under 38 U.S.C. 2408.

Authorizes the department to accept gifts, donations, grants, and land for cemetery establishment and to enter into maintenance agreements with political subdivisions and other entities.
