Appropriates $82,200,000 from the general fund to the University of Alaska for a life sciences innovation and learning facility at the University of Alaska Fairbanks.

Funds cover design, construction, utilities, and equipment for the facility.

The appropriation is designated as a capital project and lapses under Alaska Statute 37.25.020.

Takes effect July 1, 2009.
