Requires parental/guardian notice and written consent at least 48 hours before abortion for unmarried, unemancipated minors under 17, with notice given in person or by telephone by a physician.

Establishes judicial bypass procedure allowing minors to petition superior court to consent to abortion without parental notice if they demonstrate maturity or abuse by parents/guardians, with expedited hearing within 3 business days.

Creates exception to parental notice requirement if minor is victim of physical, sexual, or emotional abuse documented by signed notarized statement from minor plus corroborating witness (sibling 21+, law enforcement, DHSS investigator, grandparent, or stepparent).

Prohibits coercion of pregnant minors to have abortion and establishes that denial of financial support to force abortion constitutes emancipation.

Requires physicians to file monthly reports with Department of Health and Social Services documenting number of abortions on minors, ages, and which consent exceptions were used, without identifying minor information.
