SB 64 Summary

• Removes persons with severe disabilities from vending facility licensing eligibility; vending licenses on public property restricted to blind persons only.

• Establishes blind persons as having first priority for vending facility contracts on public property, with expedited direct recruitment procedures required through organizations specializing in blind employment.

• Allows the state to contract with non-blind persons to operate vending facilities only as temporary interim measure when no qualified blind person is available.

• Permits blind persons already operating vending facilities to operate additional facilities if the agency cannot locate another blind person for a vacant facility.

• Repeals AS 23.15.134 and applies changes prospectively to licenses and contracts issued on or after the effective date, leaving existing contracts unchanged.
