Allows property owners to continue using real property for previously permitted purposes even after municipal ordinances change to prohibit those uses, unless the use constitutes a common law nuisance.

Home businesses may continue indefinitely under changed ordinances until the property ownership transfers, with owners allowed to request municipal approval for changes or expansions that will be permitted unless determined to negatively affect neighbors or the neighborhood.

Property owners who are at least 65 years old, disabled veterans, or disabled persons receive a 10-year exemption from conforming to changed ordinances, or until property ownership transfers, whichever occurs first.

Applies the protections to both home rule and general law municipalities in Alaska.
