Creates the Alaska Naturopathic Medical Board consisting of five members: three licensed naturopaths with at least five years in-state practice experience, one licensed pharmacist, and one public member who may be a licensed physician.

Establishes licensure requirements for naturopaths, including graduation from a four-year naturopathic school and passage of the Naturopathic Physicians Licensing Examination for applicants after December 31, 1987.

Authorizes naturopaths to perform physical examinations, therapies, medical imaging, laboratory tests, minor surgery, and workplace health examinations; requires a prescription endorsement (obtained after five years of practice and 60 hours of approved education) to prescribe drugs, vaccinations, hormones, and medical devices.

Prohibits naturopaths from using the title "physician," prescribing controlled substances or poisons without endorsement, performing major surgery, or using general/spinal anesthetics.

Adds naturopathic services to optional medical assistance program (Medicaid) coverage and requires continuing education of 35 hours per biennial license period.
