Appropriates $187,063,800 in operating expenses for Alaska's integrated comprehensive mental health program for fiscal year 2009-2010, with $155,900,000 from general funds and $31,163,800 from other sources.

Major allocations include $120,272,400 for Department of Health and Social Services Behavioral Health programs, $14,014,700 for Children's Services, and $13,757,100 for Alaskan Pioneer Homes.

Appropriates $18,080,000 in capital projects including $10,000,000 for Alaska Housing Finance Corporation's homeless assistance program and $2,200,000 for the "Bring the Kids Home" initiative.

Includes $459,724 for Department of Health and Social Services information technology security and behavioral health data sharing projects contingent on participation in the Department of Administration's enterprise collaboration model.

Provides salary and benefit adjustments for state employees, Alaska Court System employees, and implementation of collective bargaining agreements for fiscal year 2010; act takes effect July 1, 2009.
