Eliminates the requirement that candidates have recommendations from two licensed psychologists with doctoral degrees, replacing it with a recommendation from either an immediate supervisor who is a licensed psychologist or two licensed psychologists with doctoral degrees

Repeals an unnamed provision previously numbered (3) in the associates' examination qualifications section

Changes the definition of "practicing psychology" to remove the requirement that services be rendered "for a fee," allowing unpaid psychological services to constitute practice

Expands exemptions for school psychologists by specifying "school district" instead of limiting exemptions to governmental units, educational institutions, or private agencies
