Committee composition must comply with federal requirements under 29 U.S.C. 725 and 3003, with the governor appointing members for staggered three-year terms.

Changes chair selection from gubernatorial appointment to selection by committee members, subject to gubernatorial disapproval.

Increases meeting frequency from annually to four times per year, with allowance for telephonic meetings.

Existing committee members meeting eligibility requirements automatically transfer to the new committee and may apply for reappointment; Act takes effect immediately.
