CSSB 85(JUD) Summary

• Adds civil penalty of $1,000 fine against liquor licensees when agents or employees are convicted of furnishing alcohol to persons under 21 on licensed premises for second and subsequent convictions within 10 years; first conviction results in written warning.

• Modifies repeat minor consuming/possession offense to require $1,000 fine, minimum 48 hours community work, 3-month driver's license revocation, and up to one year probation.

• Changes habitual minor consuming/possession offense from requiring prior probation placement to requiring prior conviction (two or more times) and increases it to class B misdemeanor with 96 hours community work and 6-month license revocation.

• Increases mandatory minimum imprisonment sentences for class C felony alcohol violations: 120 days for first conviction, 240 days for second conviction, and 360 days for three or more prior convictions, with minimum $10,000 fine.

• Takes effect immediately and applies to offenses committed on or after the effective date, with prior convictions counting regardless of when they occurred.
