Establishes requirement for employers with 15 or more employees to provide at least 1 hour of paid sick leave for every 40 hours worked to employees residing in Alaska whose employment is not subject to collective bargaining.

Allows employees to begin using accrued paid sick leave on a date agreed to by employer or 90 days after hire, whichever is first, and permits unused sick leave to carry over year to year.

Permits paid sick leave use for prevention, diagnosis, or treatment of mental or physical illness, injury, or health condition for employee or immediate family members, and for time away due to sexual assault, domestic violence, or stalking crimes where arrest or formal charges have been made.

Exempts employers who offer paid leave accruing at equal or greater rate, carrying over annually, and usable under the same provisions as required sick leave.

Subjects violating employers to liability for unpaid sick leave plus equal amount as liquidated damages, and prohibits employer discrimination against employees who file complaints or participate in enforcement proceedings; effective October 1, 2009.
