Amends AS 37.07.050(a) to require state agencies to develop and report results-based government measures on a semi-annual basis to increase efficiency and effectiveness of state programs.

Mandates agencies submit comprehensive information to the legislature and legislative finance division by December 15 each year, including mission statements, goals, objectives, and performance measurements.

Requires agencies to prioritize programs, functions, and activities by importance and cost-effectiveness so the legislature can readily determine the most and least valuable activities and the effects of budget changes.

Mandates agencies detail specific actions and staffing changes that would result from budget decreases of 3 percent, 5 percent, and 10 percent, and recommend any necessary legislation resulting from such cuts.

Requires agencies to include budget information reflecting prior year expenditures, current year authorizations, proposed expenditures, position counts, user satisfaction surveys, and evaluations of alternative approaches.
