Ratifies the "Agreement Among the States to Elect the President by National Popular Vote" as Alaska law, allowing Alaska to join other states in the interstate compact.

Requires each member state to conduct a statewide popular election for President and Vice-President and appoint electors based on the national popular vote winner rather than the state's vote.

Agreement takes effect when states possessing a majority of electoral votes (270 of 538) enact it in substantially the same form, and any member state may withdraw except within six months before a presidential term ends.

Terminates if the electoral college is abolished and allows states to treat official vote count statements as conclusive by the federal deadline for determining electoral votes.

Modifies Alaska statutes regarding notification of electors and their duties to align with the compact when its provisions apply to determine presidential elector appointments.
