Adds employment in United States Antarctic Program facilities as an allowable absence reason for permanent fund dividend eligibility, including research stations, field camps in Antarctica, and research vessels in Antarctic waters.

Requires individuals working in Antarctic Program facilities to return to Alaska within 30 days after leaving the facility to maintain dividend eligibility.

Renumbers existing allowable absence categories, making Antarctic Program employment reason (17) and adjusting the general absence provision to reason (18) with updated cross-references throughout the statute.

Maintains the six-month consecutive residency requirement before leaving the state to claim any allowable absence under the amended statute.

Takes effect January 1, 2010.
